Every year, as the monsoon deepens across West Bengal, farmers in the Rarh belt, the North Bengal terai, and the flood-prone districts along the Ganga-Padma, Ajay, and Damodar systems face the same anxious question: will this be a normal season, or will it bring a flood that wipes out months of work in a single night?
You cannot stop a flood. But you can dramatically reduce what it costs you — if you prepare before the water arrives, not after. This guide draws on flood control and river engineering practice to give you a farmer-focused, actionable checklist.
1. Know Your Flood History, Not Just This Year’s Forecast
Weather forecasts tell you what might happen in the next few days. Flood history tells you what your specific plot has already survived — or not.
- Talk to older farmers and revenue officials in your village about the highest flood level (HFL) ever recorded near your land.
- Check whether your plot lies within the active floodplain of a river, a drainage channel, or a low-lying depression (locally known as beel or chapor land in parts of Bengal).
- If you’re investing in new land — including plantation or orchard land — this history matters more than the price per bigha. A cheap plot in a flood channel is not cheap once you count crop losses over a decade.
2. Build Your Own Simple Early Warning System
You don’t need government infrastructure to get a few days’ warning. You need three habits:
- Track upstream rainfall, not just local rainfall. If you’re downstream of the Damodar Valley or Farakka barrage system, water released upstream reaches you with a lag — sometimes 24–48 hours. Follow official river gauge and barrage discharge announcements, not just the sky above your field.
- Watch the river/canal level near you daily during monsoon, using a simple painted staff gauge or even a marked bamboo pole at the bank. A steady rise over 2–3 days is your real warning sign — sudden but momentary rises after a local storm usually aren’t.
- Keep a WhatsApp/radio link to your local Krishi Vigyan Kendra or Panchayat flood control point. Official flood/danger-level bulletins, when available, are more reliable than rumour.
3. Protect the Field Before the Water Comes
- Strengthen field bunds and drainage channels in April–May, well before monsoon — not in July when labour and material become scarce and expensive.
- Ensure outlets are clear. Waterlogging kills as many crops as the flood itself; a field that drains within 24–48 hours of a flood recedes recovers far better than one that stays submerged.
- Stagger planting where possible so that not your entire crop is at the same vulnerable growth stage when the flood risk peaks (usually July–September in most of Bengal).
- For plantation and orchard crops (timber species, fruit trees), young saplings are especially vulnerable in their first two monsoons. Raised planting mounds and temporary staking against water-current damage are worth the extra labour in flood-prone plots.
4. Protect What You Cannot Move
- Store seed, fertilizer, and harvested grain above the highest recorded flood level — not just above “normal” high water. A loft or raised platform (machan) is cheap insurance.
- Move livestock to higher ground pre-emptively once your early warning signs appear, rather than waiting for visible floodwater. Cattle and goats are far harder to evacuate once water has already surrounded the homestead.
- Keep essential documents — land records (parcha/khatian), loan papers, insurance documents — in a waterproof pouch, always ready to grab.
5. Know Your Financial Safety Net Before You Need It
- If you’re growing notified crops, check your Pradhan Mantri Fasal Bima Yojana (PMFBY) coverage and the exact notification/claim deadlines for your block before the season starts — claims filed late or with missing documentation are frequently rejected.
- Photograph your standing crop periodically through the season (dated phone photos are simple but useful evidence for damage assessment).
- Know your local Block Development Officer/Krishi Officer contact for reporting crop damage — assessment windows after a flood event are often short.
6. After the Flood Recedes
- Don’t rush to re-sow immediately. Waterlogged soil needs to drain and re-aerate; test workability before ploughing.
- Watch for post-flood pest and disease flushes — flooding disturbs soil pathogens and pest populations, and outbreaks (especially fungal) often follow within 1–2 weeks.
- Assess bund and drainage damage immediately and repair before the next spell, since monsoon flooding in Bengal frequently comes in multiple waves through July–September, not as a single event.
